Does the GY-HD200 & GY-HD250 record 720 at 60p or 59.94? And is this the same for 30p (29.97) and 24p (23.98)?

Yes, 720P60 , 720P30 and 720P24 record modes actually record at frame rates of 59.94, 29.97 and 23.98 respectively.
